This is a decent line filter, used to remove electrical loop noise.

Note: the 1db gain needs to be downplayed - since you don't power this device, there's no boost taking place. It's basically a feature that reduces the amount of loss in signal you get from filtration (like older filters).

The only thing I would have preferred is if the grounding wires were required rather than "only if this doesn't work at all" -- basically they're there to correct possible missing or poor grounding. The circuit (theoretically) could have been set up that you can connect this regardless, simplifying install.
